Parts of Western North Carolina were placed under a flash flood warning until 10:45 a.m. Wednesday, while the bulk of the region remains under a flash flood watch through Thursday morning and could see heavy rain from the outer bands of subtropical storm Alberto, according to the National Weather Service.
